This study examines how urban transport systems function under protracted armed conflict, when mobility is no longer organized around peacetime efficiency or short-term emergency response, but around long-duration adaptation under persistent threat. Using Ukraine as the principal case, the study explores how transport systems shift across operational modes, how access and protection become inseparable.
